The Vatican editorial staff emphasize the continuity with the gesture of Francis but also the intensification desired by Leo XIV: a more visible, more organized hand extended in areas where humanitarian urgency meets Christian fragility.

Pontifical charity is not just one work among others: it is the visible sign that the Church, a mystery of communion, can only be itself in service (Lumen Gentium n° 8, on the humble and servant Church following her Lord). By highlighting this dicastery, Leo XIV continues the doctrine of charity as a constitutive service, as Deus Caritas Est (Benedict XVI, 2005, n° 25) formulated it: the intimate nature of the Church is expressed in a triple, inseparable task, proclamation of the Word (kerygma-martyria), celebration of the sacraments (leitourgia), and service of charity (diakonia). By discreetly but concretely sending an almoner to areas of suffering, the Pope recalls that the Successor of Peter exercises, through this outstretched hand, a universal ministry of compassion. This diplomacy of charity complements, without replacing, the institutional diplomacy of the Secretariat of State. It is also a practical response to Fratelli tutti (Francis, 2020, n° 79): universal fraternity is proven in action, not in discourse.
